God made a favor to our country – Kingdom of Saudi Arabia- what we ask help on it thanks, and its use in obedience.
His Almighty grace us by Islam, a platform and a way, and the message, in order to achieve security and guidance, as the Almighty said: (Those who believe not wear their faith with injustice for them security and they are rightly guided) Al Anaam verse (82), revelation is its Constitution, and the unification is its flag. I have seen it moving with the help of God reaching a high level as today as a blessing from God, and thanks to leaders of Islam from the presence of the founder, King / Abdulaziz bin Abdulrahman Al Saud God rest his soul, and reaching the present day under the leadership of the Custodian of the Two Holy Mosques King Salman bin Abdulaziz.
The Kingdom of Saudi Arabia since its inception has pursued a compromise approach, the identity of legitimacy, and developmental data, seeking for its community work and encourages competition in fields of development, industry, economy and secure investment.
In this fruitful era of Custodian of the two Holy Mosques, King Salman bin Abdulaziz, the Kingdom foresees future through a clear vision for which efforts were exerted to guarantee success for it in 2030 vision for which the Council of Ministers issued its decision No 308 dated 18/07/1437H based on that referred to it by the Council of Economic Affairs and Development, headed by HRH Prince Mohammed bin Salman, and wht6 remains is to work together all of us – officials and citizens- for the sake of achieving its goals and to become part of its success.
Foreseeing future and planning for it became an inevitable issue in our administrative governmental reality, as development of business and widening of targeted sector of government services, requires firm planning guaranteeing work progress goes within clear vision that draws objectives and steps for its implementation aiming to judicial and administrative institutional work which we look forward to seeing it in our governmental bodies.
Our responsibility in the Board of Grievances –judges and employees- towards 2030 vision to launch from it as strategic cover to set the programs that originate from it to reality of our judiciary and our administrative procedures, and before and after this, to be ambitious citizens believing in importance of change and accept difficulties to access success.
Since the Board of Grievances is living today a vital stage and looking forward to is ambitious vision by leadership of administrative judiciary, based on establishing technology means and developing its administrative and judicial work as a belief that change to the best is a necessity, and that coping with technological development and its optimal employment is a realty that cannot be ignored.
And whereas the vision should be translated into strategic plans to become possibly executed and measured, as such a joint elite team was formed from judges, specialized consultants and employees to prepare strategic plan for the Board of Grievances to launch from it and to make it available to the Board staff for confirming significance of affiliation and job loyalty, and active participation to achieve its objectives. Based on this, we can as such derive from it a national role as citizens of this generous country – Kingdom of Saudi Arabia and a judicial role as an independent judiciary authority and an administrative role in our capacity as governmental body serving litigants. This can be summarized in the following six fields:
First: Adherence to Islamic principles and national identity:
The vision confirmed that, we are a vital community in which individuals live according to Islamic principles and moderation approach – we are citizens who are proud of our national identity and our real wealth in our society and individuals, our Islamic religion and national unity. Islam and its principles represent a approach to us and our role is to reinforce genuine Arab and Islamic values, as they most prominent issue distinguishing our community is our commitment to Islamic principles and values. It is our pride that our country is the source of Islamic identity and from here we can pass to international competition through different life fields with determination and optimistic mettle.
Second: Ambition:
An ambitious vision targeting the sources of power between us by confirming the Islamic and Arabian depth of the M Kingdom of Saudi Arabia and its investment facilities as well as its strategic geographical location. We can build a country more prosperous where every citizen finds what he desires. (2030 vision) is our new orientation towards applying the best international practices to build a better future to our country. Ambition is a base in our behavior , thinking, work and future of our judiciary.
Third: Communication between government bodies:
The vision stressed on importance of strengthening communication channels between government bodies. This is a part we shall seek reinforcing it through: realizing real partnerships with different government bodies and universities in a manner achieving administrative and organizational cooperation for safeguarding rights and restitution of grievances, as well as conveying mission of Board of Grievances in the best manner.
Fourth: Development and improvement:
Improving work environment and importance of reinforcing competence, transparency and accountability as well as commitment to perfection and discipline values besides justice and transparency and asserting attainment of government budgets is a real objective by moving from concentration on safety of procedures only to concept of spending effectiveness and its linking with achieving defined targets which their efficiency can be measured in a manner maintain sustainability of resources and assets. This is in addition to pay attention for managing human resources in a better manner. There is an important issue among the tasks of administrative development committee and supporting committees, that is assisting the directorate general of planning and development as well as the financial directorate in setting plans to enable measuring of expenses effectiveness to achieve equilibrium between expenses and outcomes. It was confirmed by the transparent vision that government productivity is not in line with size of expenditure, a state makes the challenge to seek investment of our financial and human capabilities is by rationing expenses and increasing of production.
Fifth: Employing technology:
The vision confirms significance of expanding scope of electronic services and improving standards of governance that limit delay in implementation of works and to achieve our objective for leading the world in electronic transactions through improving quality of electronic services currently available by facilitating procedures and diversifying communication channels and tools. It has asserted significance of use to electronic applications within governmental bodies like government electronic cloud, data sharing platform and human resources management system. This ambition of leading the world in electronic transactions requires excessive effort and it encourages abilities, as accelerating steps in finishing electronic government project and developing the judicial electronic applications and achieving complete technological transformation in all other supporting administrative works. This is an ambitious work and a basic objective in the Board of Grievances strategy.
Sixth: Training – remote training:
Necessity of possession by government employees to competences and skills suitable with their training needs. Remote training has a place in the vision by applying principles of human resources through remote training to more than 500 thousand governmental employees and their qualification to apply principles of human resources management aiming to ensure public sector employees possess the necessary skills and essentials. This is an strategic objective through executive plans with the two directorates of human resources, training and scholarships. Intensifying remote training shall not be considered as an assisting option but it is an strategic option.
I feel much confident that all bear the optimistic ambition embodied in 2030 vision and all believe in options of development it has declared. We are ready to transfer its aspects to realty in the Board of Grievances and each of us shall perform his entrusted tasks with high quality, perfection and honesty standards, as well as contributing in effective positive participation with his colleagues to achieve success and bearing ambition positive soul launching from the present to future and the day for tomorrow in a manner achieving aspirations of Custodian of the Two Holy Mosques, King Salman bin Abdulaziz, May God protect him.
To conclude, Praise be to Allah, for facilitation of preparing Board of Grievances strategy for 1437H-1442H (2020) where efforts of the team, their excellences presidents of courts, supervisors of directorates, and directors who all cooperated in preparing the strategic plan that is accomplished according to national visions and orientations originating from our Islamic values.
We thank leadership of this country for its unlimited material and immaterial support to Board of Grievances as this making continuous and constructive work is the basis of this stage in the Kingdom of Saudi Arabia.
